From November 2025 onwards, the NTO Secretariat is member-led, with support from the International Tax Compact (ITC). The ITC currently supports the transition to a fully member-led Secretariat. The International Tax Compact is responsible for supporting the NTO Secretariat, which allows the latter to coordinate and implement the NTO’s work plan.

The International Tax Compact is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ).
